Our Committees

Committee members at work SANBAG has five policy committees and two technical advisory committees to provide oversight and recommendations about specific program areas to the Board of Directors.

This committee makes recommendations to the Board of Directors and:

  • Provides general policy oversight that spans the multiple program responsibilities of the organization and maintains the comprehensive organization integrity.
  • Provides policy direction with respect to administrative issues, policies, budget, finance, audit, and personnel issues for the organization.
  • Serves as the policy review committee for any program area that lacks active policy committee oversight.

This committee provides policy guidance and recommendations to the Board of Directors on issues related to the Measure I Major Projects in the valley region.

This committee provides ongoing policy level oversight related to the full array of SANBAG responsibilities as they pertain specifically to the mountain/desert region.

The committee also meets in conjunction with the Mountain/Desert Measure I Committee as it carries out responsibilities for the Measure I Mountain/Desert Region Expenditure Plan.

This committee provides ongoing policy level oversight for:

  • The countywide Comprehensive Transportation Plan and input into the revisions of the Regional Transportation Plan.
  • Congestion Management Program (CMP) revisions, policies relative to deficiency plans, state and federal funding and programming requirements, and related issues.
  • Programs to implement or coordinate subregional or local transportation control measures.
  • Programming issues related to the CMP Capital Improvement Program, the Regional Transportation Improvement Program (RTIP) and air quality conformity.

This committee generally meets on the first Thursday of the month at 10 am in the Santa Fe Depot in San Bernardino. Please refer to posted announcements for meeting dates and times.

Purpose

SANBAG’s City/County Manager’s Technical Advisory Committee was created along with the Joint Powers Authority that established SANBAG.

The primary role of the committee is to provide a forum for the chief executives of SANBAG’s member agencies to become informed about and discuss issues facing SANBAG.  It also provides a forum for the discussion of items of mutual concern and a way to cooperate regionally in addressing those concerns.

The committee has also taken on the role as the city manager’s group for San Bernardino County.  As such, it is an opportunity for the members to discuss issues affecting the local government management profession from the International City/County Managers Association.  It is also the forum for city managers to come together as the local section of the City Managers Division of the League of California Cities.  In this capacity the group receives reports from League staff on pending legislation and other efforts of the League to represent the interest of cities in Sacramento.

Topics on the committee agendas commonly include reports on major policy decisions coming before the SANBAG Board, state and federal legislation impacting local government, county programs that benefit the region, cooperative efforts to address mutual issues, and issues confronting the local government management profession.

Membership

The committee is made up of up to two representatives of the County Administrator’s Office and the city manager or administrator from each city and town in the County.

SANBAG will ensure that Committee members receive appropriate notice of meetings, agenda materials, and other information, as required.  Other staff members may be added to the Committee’s interested party mailing list upon request. However, SANBAG will use the primary membership list to ensure that all jurisdictions receive proper notification and critical information related to SANBAG programs.
